not exactly seizures

What is the name of the condition when a person feels strong excitability as powerful as a electric shock, but stays conscious and doesn't have any involuntary movements (as in a seizure)?
He/she might do many unusual things at such moments but remembers all of it (again unlike epileptic people who don't remember those moments).

It can still be a seizure. There are many different kinds, you do not have to have involuntary movements nor lose consciousness. Those are simply the ones people think of first when they hear the word seizure because those make the greatest visual impression and are remembered most. If you google "types of seizures" you will find lots of information about the different kinds and their effects.
