This is no merely plausible conjecture:
Everyone in Minnesota over the last two years was surprised to learn that, upon renewing their drivers license, they had two options:
The old traditional license was still available, but we were advised that if we took that option, we would no longer be able to use it after the end of 2019 as a valid ID to board a plane or various other common uses.
We had to pay more money, and bring more docuмentation to renew. We were only told this upon arrival at the DMV, so if you didn’t choose the new updated version, you probably had to go home and return a second time:
They were fatiguing us into getting the new one.
I was suspicious, and opted for the old one. Now I see that suspicion was well founded (though at the time, COVID19 hadn’t quite yet been unleashed on us).
