Wearing it openly as a sacramental was ENCOURAGED BY THE BLESSED MOTHER, as quoted in St. Louis de Montfort's classic book.

"Alphonsus, King of Leon and Gallica, very much wanted all his servants to honor the Blessed Mother by saying the rosary. So he used to hang a large rosary on his belt and always wore it...his wearing it encouraged his courtiers to say it very devoutly."

"Looking at him (the king) with great kindness, Our Lady said, as a reward for WEARING my rosary, I have obtained a great grace for you from My Son.  Your life will be spared for a few more years."

You must have missed the oodles and oodles of examples of lay people brandishing and wearing their rosaries in St. Louis de Montfort's masterpiece,

Hopefully, by now, you get the point.    The idea of laypersons OR religious openly wearing their rosaries goes WAY back.  And the idea of "hiding" one's rosary is the post Vatican 2 novelty!
