The title is misleading.
What the article actually says is:
“At one Chicago hospital where the city's first COVID-19 vaccine was administered on Tuesday, 40% of the staff said in a survey earlier this month that they would not take it.”
Ok, so that’s what they said earlier in the month, but when the rubber hit the road on vaccination day, how many (if any) actually refused?
The article doesn’t say, unless I missed it.
