I think he is using a VPN -- a service that changes your IP address and the country from which you post so you can register a new name on a forum from which you have been previously IP banned.  VPNs are used by many trouble makers to go around the IP ban as admins cannot track their IP address.

Yes, they are both reincarnations of Croix de Fer. Matthew has banned many before we even knew that Croix had returned.
Immaculatam Hostiam and Lion of Juda have recently been banned as Croix clones.

I think another has returned today. He registered a week ago and posted his first two today.
