I have been blessed to attend St Athanasius Church in Vienna Virginia for a quarter century. The parish priest for those years has been the holy and dedicated Father Ronald Ringrose. Indeed one of the stained glass windows is dedicated to Archbishop Marcel Lefebvre and Bishop Antonio de Castro Mayer. Unlike the figures depicted in the other beautiful windows, these two churchmen do not have halos surrounding their heads; one day they will.
Thank you for your question. "Saint Athanasius Roman Catholic Church" is an independent group; they are not a church in communion with the Roman Catholic Church or the Diocese of Arlington. The priest does not have faculties from the Diocese of Arlington. If you are interested, a number of our diocesan parishes celebrate Mass according to the Extraordinary Form - some on Sundays, some on weekdays. If you live in Vienna, I believe you will probably find St. John the Beloved in McLean to be the most convenient, although St. Lawrence and Holy Spirit might also be good options for you.
