Thank you for sharing this link.  It is something that I personally have struggled with myself when there are multiple people with signs spread out over an area ... often shopping areas / parking lots, asking for money.  There's been talk that sometimes the reason there are so many is because they've been driven in in a van and there's a "ringleader" who makes a percentage off what they collect.  

But since we don't know the truth, we have to take their requests at face value and give them whatever we can.  As the blog post says, it's not up to us to judge whether they are worthy or not.
