I see this all the time during rush hour here in the USSA.
I'm seeing pedestrians step off the curb, just about daily,
without so much as looking over their shoulder for cars
coming from behind them. I get the impression they're from
foreign countries.
When I was a child my parents and teachers in school told us
many times to always look both ways before crossing the
street. It was a very common message and part of our
culture. Taking Driver's Training, it was a requirement to get
a passing grade for the students to know that looking "left,
right, left" was the correct answer. Basically, you couldn't
get a driver's license without knowing that answer, as I recall.
