nothing at all to do with
California, nor its retread Gov. Moonbeam, nor "global warming", nor even moving-target "climate change".  Instead, it's from a Shingetsu News Agency story "Japanese Students
Resist Shinzo Abe"[×].  It features the leftist "Students Emergency Action for Liberal Democracy" (SEALDs), who are "protest[ing] against the Abe War Bill and in favor of the Constitution and democratic society",  because they claim that Abe, then and now the
Prime Minister of Japan, is trampling on the Japanese Constitution.
Arguably
not on-topic for
CathInfo, even tho' Abe would qualify as among "World Leaders".  Is there a
ShintoInfo Web forum somewhere that would welcome your
bogus posting?
If you're eager to apply Japanese stereotypes in an exercise of "caption the mystery photo",  at least pick one from demonstrations surrounding the
Kyoto Accord(s), or one that obviously depicts Japanese envirowackos.
