People are just naturally apprehensive towards cultures and races that aren't theirs, and that's totally fine.

Beltrami County, for context, is a very white, very rural and very northern part of the state. It's not shocking that they banned Somali refugees. It's shocking that there were even any there to begin with.

Beltrami County includes portions of both the Leech Lake and Red Lake Indian Reservations, which comprise ~20% of the county's population.  To call Beltrami County "very white" evinces you've never stepped foot there.
