As far as I am aware, nowhere in the Fatima message does Our Lady specify that it has to be in union with the bishops of the world, nor simultaneously on the same day in all of the cathedrals of the world, and so on. Not sure how that part got added in.
Dude, anyone who has spent more than a few hours reading the WHOLE story of Fatima, knows that the request to consecrate Russia happened in 1929, not in the original 1917 apparitions. See below for the famous message. The requirement for "all the bishops of the world" to be involved is clear, and everyone has known this for decades. Ergo, while P. Pius XII's consecration was good, as was P. JPII's, they did NOT fulfill the Fatima request.
