I don’t know for sure but there seems to a plan a and plan b.
Plan a was for the consecration to be done in 1929, that failed for whatever reason, plan be is as follows,
In the end my Immaculate heart will triumph! (Thank God!) Then and only then, after the triumph the Holy Father will make the consecration, Russia will be converted! Plan b does not include the bishops. That’s my understanding anyway!
