As if tolls weren't already a rip-off, then the city has to do scams like "buy these tokens" then a couple years later "oops -- use em up quick before January 1 -- because they expire after that"

and you KNOW they netted a lump sum at the end, at the time of the token's expiration.

Heck they should have a 3-year cycle to maximize profits! Start using tokens in 2007, use them in 2008, and have them expire in 2009 -- then start accepting tokens again in 2010, etc.
