I think this is a great incentive; but the women should be married (to men. It is crazy that one has to specify this nowadays). The program should be make it a requisite that a husband and father must be present in the family unit. The same man, by the way. No more encouragement for bastard children from different fathers.

Without the nuclear family (father, mother, children) intact, there can be no rebuilding civilization. Single mothers only contribute to dysfunctional children who later become dysfunctional adults and variable parasites on the system. These same single mothers leech off the system after their reckless behavior of getting impregnated by a loser man or, like psychopaths, they decide to leave a decent man because they're bored with him, and the court system rewards the woman with the man's equity after she splits from him. The single mother breeding, ultimately, loser adults. It's parasitism recycling parasitism.
