Is he referring to members of the House of Representatives, or the American people?

(Apologies to Roscoe -- I know you posted this first, but you're not the most popular guy on Cathinfo, and I think this important story deserves not to be ignored! So I'm giving it a bit more prominence...)


Looking at a video clip from CSPAN (which has footage of what goes on in Congress), the house speaker declared Martial Law "last night" (Saturday).

Now there is a rumor that it only applies to the members of the House -- to get them to vote, etc. but even so... this whole "ramrod through congress in the dead of night in an emergency atmosphere" 700 billion dollar bailout bill is up to no good.

"Mr. Speaker I understand we are under Martial Law as declared by the speaker last night."

It doesn't look like it refers to the American people, but still! They're basically forcing the Congress to pass a very evil bill without looking at it. What kind of garbage is that?
