Part 2 to your question:
Other hams won't take kindly to you "broadcasting" without a call sign. It's not one of those things no one's going to notice or care about. Every ham on the air constantly uses his call sign. And if you use a fake call sign, they will quickly figure that out. Hams are always looking up contacts, logging contacts, etc. You won't be in the FCC database or on QRZ.com.
Keep in mind that 100% of the hams you hear on-air are completely legal, with legit call signs, they all know each other, they did the study/work/$15 fee to get their ham license, and they AREN'T going to just let some newcomer break the rules and broadcast without a call sign. Good luck with that!
Also, there are some volunteer hams who listen on the air to "enforce the rules". Oh, and there's a whole technique to finding the source of a radio signal. Directional antennas, etc. As a matter of fact, in my study I learned that they play games and contests, on a regular basis, to practice those direction-finding skills!
That's why there is no objectionable content on the Ham frequencies. Everyone is accountable. It is like a forum where everyone has to use their first and last name :)
