What is the difference between them? Aren't they the same?

Simply:
Fast = no meat
Partial Fast = meat once per day

Fast=One full meal per day with two other "collations" (snack) not to make up another meal when put together.  Partial fast=?? Some modification of a fast by dispensation.
Abstinence= no meat. Partial abstinence= meat at one meal only.
