Actually, it would be too much of a stretch to insist upon.
What Fr. Feeney believed was that the desire for Baptism could put someone in the state of "Justification" - which,
according to the Church, is equivalent to the state of sanctifying grace. Apparently, Fr. Feeney was unaware of the intimate connection between the two, which is why he stated that one could be "justified"
without having received "sanctifying grace".
Had he been aware of the connection, then I could rightly say that he believed in Baptism of Desire - but the fact is, I can't say for sure that he was aware of it. In fact, I'm more inclined to doubt it. And so, it would be dishonest to pin BOD on him.
