Sir Cardinal,

In accordance to what the Apostolic Constitution "Universi dominici gregis" (Feb. 22, 1996) §19 prescribes for the case of the death of the Supreme Pontiff, it is my duty to communicate officially to Your Eminence the news of the vacancy of the Apostolic See due to the resignation of Pope Benedict XVI, effective last evening, February 28, at 8 PM in Rome.

It is my duty to communicate to you when it proceeds and to summon Your Eminence to the first of the general Congregations of the College of Cardinals on Monday, March 4, at 9:30 AM in the Paul VI auditorium, Hall of the Synod of Bishops.

We will then commence said general Congregations until we reach the complete number of Cardinal electors and the College of Cardinals decides the date of the entrance into the Conclave of said Cardinals electors, based on the prescription of the of the recent motu proprio of February 22 regarding some modifications of the norms pertaining to the election of the Roman Pontiff.

On my part, I am happy to take this occasion to give you my fraternal greetings.
