Can a pope marry couple living in sin?

I am confused by this article. It's says the pope married a civilly married couple, both flight attendents, on the plane he was on.

Seems he can.  But at what cost?  This poor guy needs prayer.

I do not believe that living in sin is an impediment to marriage.  Assuming this is true then, yes, a pope could marry such a couple.  What a pope should marry such a couple is a different story.
