For those who believe NOT that God punishes consider this verse:
"Behold I will bring the waters of a great flood upon the earth, to destroy all flesh, wherein is the breath of life, under heaven. All things that are in the earth shall be consumed."
[Genesis 6:17]
Nobody believes that God does not punish. Yet God is perfectly simple. Unlike we human beings who may be at one time merciful and at another time filled with indignation and inclined to punish, God doesn't have a separation of these kinds of things in Him. Every act of His is at once perfectly just and perfectly merciful. God is love, and every act of punishment is an act of love. What
quoad nos comes across as a punishment is in fact
quoad Deum an act of love. We perceive it as punishment, but it is actually love on the part of God. Just as a child who is being punished perceives it as punishment, from the perspective of the parent it's an act of love intended to help the child.
