Those bulls were not infallible proclamations. They may have referred to matters of discipline but not matters of faith and morals.
Sorry but to gain a better understanding of Papal Infallibility, I would advise reading Fr Cuthbert- Butler History Of Vatican Council :fryingpan:

1-- Church Council such as Nicea, Trent etc w/ Placet of the Pope
2-- Papal Bull
3-- Papal Encyclical
