I wasted 10 minutes of my life reading through that 50+ year old crap, which has failed to materialize, and I did not see what you claim is in the piece.  Granted, a few more Obama and Billary terms, and the concept set out could start advancing again.  But who cares--we shouldn't be voting anyway.  If what you say is in there, please quote it.
