This is a terrifying thought, but I'm not exactly sure this is what they want to do. Dave talks about shutting down the entire internet, which would include stopping all electronic payment forms. This would immediately bring all commercial transport to a halt. He also mentions shutting down all public utilities, so that no one would have electricity, water or gas.

This would create a situation similar to your typical zombie movie, in which 90+% of the population is dead, and the survivors are wandering the landscape in search of food. I don't think a scenario like this is the goal of the rulers of the world. They would have no one to oppress, and such a society would definitely not be communist, but would revert back to the natural order of things as government-imposed socialism disappeared.
