Not sure why you were downvoted twice but I think it's a testing of the waters and a purposeful psyop likely using that technology to get the "alien agenda" further along.  For the record, we should all know that "aliens" do not exist, but they've been programming the masses to accept these things since the 1940's (maybe earlier.)

I do roll my eyes at all of the crazy or "paranormal" things people claim to see and how crappy the footage always is or there's no footage at all when everyone and their grandma has phones that can record video and snap pictures.  He goes into that a little on how no one really thought about it due to it being so bizarre and "paranormal."   

I'm sure people saw something(s) but it was likely either Bluebeam projections or agents in costumes playing their part and the wild police reaction was also part of the show to push their agendas along.
