The Russian State Duma is considering legislation on abortion that includes limiting funding for abortion to only those that are considered medically necessary. The bill is designed to help reduce the number of Russian children destroyed through the violence of abortion. According to the UN’s Department of Economic and Social Affairs, for every 1,000 births, there are 34 abortions in Russia where the fertility rate is below replacement at 1.53. The legislation would ban private abortion clinics [,] and over-the-counter sale of abortion inducing medication would only be available through a doctor’s prescription. [-]
Russia's government seems more likely to be motivated by
nationalistic &
cultural issues raised by its statistical circuмstances, which show that its
native European culture is on a track to becoming a
minority in its own country.

Who would replace the Russians in Russia? The currently
aggressively expansionist & violent Muslim cultures, whose ancestors were made Russian subjects during waves of tsarist expansion thro' weakly held Turkic--formerly Mongol--lands in south-central Asia, as recently as the 19th Century. The high fertility of Muslims should be demographically frightening to Western culture. Farther east,
densely populated Red China looks across its northeastern border into the Russian Far East, and sees a sparsely populated land that it (i.e., Red China) would love to, ummm, settle and put to use.
