The article didn't use the term "psy-ops" but it's basically what they're doing.

Psy-ops is the warfare over the minds of the people involved -- the people back home, the enemy (civilian) population, etc.

The nαzιs dropping leaflets showing that Nostradamus predicted a nαzι victory is an example of psy-op warfare.

It's another word for psychological warfare.

There was a lot of psy-ops in the recent Lebanon war. Leaflets being dropped, TV stations taken over by the Israeli army (who then broadcasted stuff like "Nazrallah stinks!"), etc.
