There are lots of responses to this quote all over the internet, by both moon hoax proponents and those who think we went.

The responses from those who think we went are persuasive. We still have blueprints for the Saturn 5, it's a matter of no longer having the manufacturing infrastructure. There's no need to remake the Saturn 5, because technology is better today. But there's no will to give NASA a budget to start a new Moon landing.

That is false and eternally echoed by conspiracy communities.
The only mission with 'lost tapes' is Apollo 11, and the notable telemetry contained on those tapes is the original SSTV raw broadcast data (yes, TV signal recorded on telemetry tape). Lower resolution copies captured on kinescope exist, so it's not as if we have absolutely no record of that data.
But there are
thousands of hours of Apollo 11 ground loop data to explore, including the range of traditional telemetry pings you're possibly thinking of.
In terms of TV broadcast data, the good news is that the other 5 Apollo missions to land on the moon have their tapes intact, you can see
hours of footage of their activities on the surface of the moon.
