At first I thought this was a split screen satire in the comedy genre of J.D. Sears, but Mark Dice, whose method of social commentary is to demonstrate the dearth of common knowledge and decency by doing man-in-the-street interviews for public reaction after first presenting an outrageous proposition, actually went to a genuine City Council meeting for San Marcos, California, identifying himself as “Jimmy Saville” and gave the following completely outrageous presentation to their government and it was perfectly accepted by them:

I started watching but couldn't get past 2 minutes, completely disturbed by the fact that I could not come close to keeping a straight face and a serious demeanor during the entire thing.  I would have been cracking up or at least smirking after the second sentence.

I skipped to the end and the woman did respond with what could be read as a sarcastic "Oooo...kaaay".  Hard to say.  I bet 90% of them thought this guy was insane but they're terrified to say anything about it openly.
