...to declare Martial Law DESPITE the wishes of the Governor of the state in question.

Many Republican governors lost to their Democratic opponents. Perhaps some of them might oppose Bush, just for party loyalty if nothing else?

See, Bush got the congress to give him the power (to declare Martial Law) while the Republicans were still in control, but now he'll be using his new-found power against the new Democratic governors. Some of them MIGHT be against Martial Law, though I can't be too sure.

It's like Bush was covering himself, just in case.

But I must point out that both parties ARE a lot alike. There's really no difference. Going to hell by train or airplane isn't much of a choice :)
