    I just don't agree with the idea of a person going around claiming that this person or that is excommunicated.  I do agree with the notion of saying this or that person's actions seem to be heretical, or that their actions are not Catholic.

    But to say a baptized Catholic is not a Catholic anymore is reserved only to the pope.

    But Protestants are baptized. Are they Catholic even though they profess a faith other than the Catholic faith? No.

    You're right that I can't "declare" anyone to not be a Catholic more than I can't "declare" that the see is vacant. But I can have an informed opinion, based upon their external profession, that they are not Catholic.

    Stating "this [baptized Catholic] person is not Catholic" is not stating "in my opinion", but stating factually, which you have no authoritity to do.  Better to say "my informed opinion..."

    It doesn't require a formal declaration to know that Joe Biden is no Catholic, much less a "devout" Catholic ... except if you ask Siscoe or Salza, who say Biden is a Catholic but sedevacantists are not.
