I searched that PDF. No mention of EWTN, or any words in that acronym, nor Angelica, etc (only brought up "Evangelicals").
While I don't like them, you need more to make that allegation.
Now, Father Peyton was in fact involved with CIA, but it was indirect. CIA gave him advice on where to make Rosary Crusade trips ... hoping that in those countries it would strengthen Catholic faith and therefore resistance to various regimes the CIA didn't like, but Fr. Peyton himself didn't appear to be any kind of direct agent.
