If I want a “listening center,” I’ll go to a counselor, therapist, psychologist, or psychiatrist. I can call a trusted friend, or post a rant online on my favorite platform(s).  
What I will NOT do is go to Confession and waste my priest’s and others’ time by trying to turn the Sacrament into a counseling session. There’s a distinct difference between the two. 
If a person wishes to be counseled by a priest, that is a separate matter, entirely. Contact the priest and set up an appointment for that purpose. It is possible, after receiving counsel, the priest will direct you to the Sacrament of Confession. 
This is a result of poor or nonexistent catechesis.
