Yes, surrogacy for pay is big business in Ukraine and it’s perfectly legal if under the auspices of a physician. It’s part of the legacy of Soviet Communism, the means by which the many husbandless women keep a roof over their heads and food on the table, not just for themselves, but often for their children.  It’s safer than prostitution because there aren’t countless anonymous men carrying STI’s and there is medical supervision.  Legal or not, it’s a form of human trafficking.  A war isn’t going to stop the practice so long as there are ample customers.
