Did you ever see a picture of the "Big Brother" eyes that are plastered all over London? Plus are they the country that had the tele-screens put up? Course they were put up for the Olympics mind you, then the government said they would run 18 hours a day every day for community serve updates, and of course to report on people who were caught littering by the eyes.
