Yes, it is wonderful legend. God has a way of arranging everything in a wonderfully fitting manner. Jesus died on that spot for reasons that God ordained from all eternity. It did not just happen there by coincidence, or by chance, or by entirely human choice.
We do not know all of the reasons for all of God's choices yet, and even in eternity we will never be capable of entirely understanding the Infinite.
I love this passage from the Preface of The Holy Cross at Mass:
....Jesus Christ, our Lord....who on the tree of the cross didst give salvation unto mankind; that, whence death arose, thence life also might rise again; and that he who be a tree once overcame might, likewise, by a tree be overcome, through Jesus Christ, our Lord..
That is another example of how God chose to arrange things in a fitting manner. He could have chosen to become man in any era, by any method, and for Jesus to die in any manner of His choosing, or even for Him not to die.
But God chose that exact location at that exact point in time for more reasons than we will ever know in this life.
Until we see the infinite God with our eyes and intellects in the next life, we can only barely begin to understand things about the order and fittingness of His entire creation (not just earthly creation). The way it all fits into the plan of His infinite love is also a relection of His infinite beauty and order.
