I knew about ol' GWEN, and I know a thing or two regarding sonic effects on cognition and perception.
First, unless there was some hardware in Loughner's or Holmes' noggins that is not in ours, why wasn't everyone else within a 300 mile radius affected?
Secondly, 150-175 KHz is *not* ELF, that's LF, and those frequencies aren't known to have any affects on the human nervous susyem (like ELF)
Lastly, the Ground Wave (Emergency) Network [GWEN] is just that, 'ground wave' and doesn't propagate very far. I cannot see how the Russians could monitor *any* of such 'blasts' or emmitted signals from space(?!). Such transmissions are highly localized.
I may be wrong, and will check, but I believe GWEN was decommissioned quite some time ago.
