The Supreme Court's job is to intrepret law, not to make law.
The issue is kicked back to the states because of the 10th Amendment which states:
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Over 50 years ago, prior to Roe v Wade, I was on the Board of Directors of the first pro-life orgnaization in the US. All the Consitutional Lawyers agreed that we had two options: an Amendment to the Constitution or a state-by-state fight. We attempted to amend the Constitution but failed due the controlled media.

Trump was aware of this legal reality during the debates.
