Sin is never the fault of God, but wholly the fault of man. God gives everyone all the graces needed to find the Truth and embrace it. Sin has the effect of blinding the soul, and God is not obliged to enlighten one who is determined to offend Him.

Thank you for response. but seem to miss question. Maybe more simple way to ask is why God no have blame for state of people? but those who suppose to represent him. those he suppose to guide do?
Those who represent Him have corrupted themselves. He does not guide them when they preach new doctrines, which are heresies - per The First Vatican Council......
