SSPX is essentially between "a rock and a hard place". With only two Bishops now. I predict they, after 54 years, will finally enter into full Communion with Modernist Rome by the First Sunday of Advent.
They painted themselves into a corner.
They had a group of Trads that fully supported Abp Lefebvre's work and apostolate -- which involved being aloof from Modernist Rome, and of course consecrating 4 bishops in 1988. Everyone in the SSPX after 1988 (even laymen) supported what +ABL did.
But now +Fellay and the new orientation has pushed a new narrative -- that we need to be under Modernist Rome, work with the Conciliar Church on all levels as much as possible, avoid becoming Old Catholics "at all costs", etc. And they came out against +Williamson's consecrations of new bishops. So they've made their bed.
Yeah, you're going to avoid becoming Old Catholic, sure -- but there's more than one way into Hell you know. Becoming Conciliar/Modernist isn't exactly a ticket to heaven either.
Let the record show that the Fraternity of St. Peter, which received the "deal" +ABL rejected (thanks to God's manifest inspiration, bordering on the miraculous) still doesn't have their own bishop after 36 years. Interesting.
If Rome *did* approve new bishop(s) for the SSPX, they would have to be Modernist/pro-Conciliar at best, and ɧoɱosɛҳųαƖ/pedophile at worst. We're talking completely compromised. Otherwise it would be too dangerous to give a "traditional" group that kind of power and autonomy. Remember, a bishop can ordain priests -- and even consecrate other bishops. That's a lot of power.
