Whether or not what you say is true, the GENERAL INSTRUCTION OF THE ROMAN MISSAL, INSTITUTIO GENERALIS MISSALIS ROMANI saying that "the nature of the “presidential” texts demands that they be spoken in a loud and clear voice" is such a condemnation.

Look at it again, friend; it isn't. The Novus Ordo texts to be spoken loudly and clearly and their contextualization are by no means identical to those in the True Mass whose nature demands a low voice. Indeed, it is the radically altered liturgical context that is of most importance, in that from the start of the new mass to its very end, what is appropriate in it would be incongruous in the True Mass in any of its aspects—and the incongruity is doubled with the order of the elements transposed.

claudel, they say "the nature of the texts demands ... ". Consequently, the context cannot play any role.

Nature of the texts is a reference to the 4 NO canons, not the Tridentine canon

Which thing is a reference to the butchered attempt at a pretend recreation of an 'Apostolic Liturgy' or the joke foisted upon the Latin Church by Paul VI.
It's biggest problem is it contains just enough to be valid within a false construction.
The biggest problem is why would you attend a 'mass' constructed with no connection to the venerable Latin Churches traditions made up for no apparent reason?
Why go to something that has no connection to Jesus Christ? Christ gave to the Apostles the teaching and the instructions, they didn't make it up themselves, yes there was assimilation of them cultural aspects of the regions but no matter where you go the Glory of Jesus Christ and his sacrifice remains the same, all until contrary to even VII, someone just makes up a mass.
There's no mandate to change. None.  The whole thing is an exercise in lunacy
