    The Vatican has threatened a bishop with excommunication after he was ordained by China's state-backed Catholic Church without papal approval.

    Pope Benedict XVI had learned of the ordination of Rev Joseph Guo Jincai "with deep regret" as it constituted a "grave violation" of Church law, it said.

    The Vatican also accused Beijing of "grave violations of freedom of religion and conscience" because it forced Vatican-approved bishops to attend the ceremony.

    China's estimated 10 million Catholics are split between followers of the Pope and members of the Chinese Catholic Patriotic Association.

    The association is not in communion with Rome and refuses to accept the sole authority of the Pope to appoint new bishops.

    Rev Guo, who was ordained in the north-eastern city of Chengde amid high security, is the organisation's deputy leader.

    'Painful repercussions'

    In an unusually strongly-worded statement, the Vatican accused the Chinese Catholic Patriotic Association of gravely damaging the faith.

    "The Holy Father received the news with deep regret, because the above-mentioned episcopal ordination was conferred without the apostolic mandate and, therefore, constitutes a painful wound upon ecclesial communion and a grave violation of Catholic discipline," it said.

    But what seems to have annoyed the Vatican most of all is that the Chinese authorities forced other bishops loyal to the Pope to attend the ceremony against their will, says the BBC's David Willey in Rome.

    "It is known that, in recent days, various bishops were subjected to pressures and restrictions on their freedom of movement, with the aim of forcing them to participate and confer the episcopal ordination," the statement said.

    "Such constraints, carried out by Chinese government and security authorities, constitute a grave violation of freedom of religion and conscience," it added.

    The Vatican said the ordination would have "painful repercussions" for Rev Guo, who "finds himself in a most serious canonical condition before the Church in China and the universal Church, exposing himself also to the severe sanctions envisaged... [by] the Code of Canon Law".

    However, Liu Bainian, vice-chairman of the Chinese Catholic Patriotic Association, said he did not believe the excommunication would be formalised.

    "There are so many followers in China. I believe the Pope loves China, he won't make such a decision," he told the Associated Press.

    China broke off diplomatic relations with the Vatican in 1951 but in recent years informal relations had been improving between Beijing and Rome, with an occasional visit by a senior Vatican cardinal.

    But Hong Kong's Cardinal Joseph Zen, who was in Rome for the creation of new cardinals by Pope Benedict last weekend, told the BBC the latest move by China was a virtual act of war against the Catholic Church there.

  • I don't know why the Vatican should be bothered by this all of a sudden.  This is not the first bishop the patriotic church has consecrated without papal permission.  

    They are just trying to sound "orthodox" after making tidal waves this week and give assurance to those in the pews that Benedict means business.

     They know how to play the stick and carrot game quite well.

  • Now, isn't it nice in the "Motu Proprio" that he told the Chinese underground Catholics to unite with the Communist State Run Church? These are the repercussions of this action. Pray for the ONE SINGLE BISHOP who said NO!

    Vatican Insists: Chinese Catholics Must Merge

    Margaret C. Galitzin

    The Vatican has published a new commentary on Benedict XVI’s 2007 Letter to Chinese Catholics that encourages the faithful underground Catholic Church to reconcile and merge with the communist Patriotic Church. I am very grieved to report that the main point of this new docuмent, Compendium, confirms that treacherous policy. It reiterates the call – more plainly and clearly – for the faithful to “begin a process of spiritual reconciliation even before a structural merger of official and unofficial Catholic communities can take place.” (footnote 2)

    The Compendium, approved by Benedict XVI, was released on May 24, 2009 and is intended to address questions that have risen since the Letter was published in 2007. It reproduces the basic elements of the original docuмent by Benedict XVI, but adds some notes and two appendices to answer questions raised by the Letter and is meant to resolve certain “delicate points.”

    What questions and points does it address? It has been reported that after the 2007 Letter was published, many Catholics in the underground Church had expressed disbelief and disappointment that the Vatican had ignored their needs for the sake of improving relations with China. Certainly they were questioning whether collaboration with the Patriotic Association is necessary as the ‘lesser of two evils’ and the era of the underground Church is truly being declared over. “Does the Holy Father really want this?” the underground Church is asking. “Please, tell us this isn’t so.” The Compendium clarifies that this is exactly what he wants.

    Then there is the Chinese Communist government whom the Vatican is wooing. Did they require further verification and a clearer message that Rome would swallow Communism to open relations with Beijing? If so, they received an affirmative answer with the recent Compendium, which confirms the call for reconciliation of the Catholic Church with Communism.

    Just one Church in China

    In the Compendium’s introduction, we are told the Holy Father repeatedly quotes the docuмents of Vatican II, especially Gaudium and spes and Lumen gentium, as well as the talks of JPII to testify to an important fact: “The Catholic Church in China is a member of the Universal Church both essentially and historically (especially in post-Vatican II Church history.) All that is said about the Church of Jesus Christ may be applied to the Catholic Church in China.”

    Applying Vatican II, the docuмent tells the heroic Catholics of the catacombs that the Catholic Church in China cannot be divided into two churches - the communist directed one and the underground Church. There should be only one Catholic Church encompassing both. This was, it clarifies, Benedict’s desire in his 2007 Letter.

    What it proposes is an absurd church composed of both the persecutors and the persecuted, which would be the one Catholic Church in China. Now, how can we have the Chinese Patriotic Association, established to exercise State supervision over mainland China's Catholics, given equal footing as part of the “Church of Jesus Christ”? Such proposition aims to deliver the faithful Catholics to the wolf.

    Lest someone might still be confused and insist Benedict is referring only to the underground Church as the Catholic Church in China, footnote 3 clarifies the matter: “The Papal Letter does not use the terms ‘official and unofficial Church,’ nor ‘open and underground Church,’ and ignores the wrong term ‘Patriotic Church’ which one sometimes still sees in the media today.”

    Thus, if any doubt could remain that Benedict wanted to deliver the underground Catholics to Communism, this new docuмent, with a few strokes, puts it to rest. The underground Church is wiped off the map. There is just one Catholic Church in China. The bishops and clergy of the Patriotic Association who have registered with the Chinese Communist government are granted the same status as the heroic bishops and clergy of underground Catholic Church who have suffered persecutions and martyrdoms to remain faithful to the Holy See. It is a cruel slaughtering of the innocents.

    Reconciliation with Communism

    In footnote 2 of the Compendium, how to achieve the desired “reconciliation” is more clearly laid out. The docuмent states: “It is by means of practical steps that spiritual reconciliation, including visible reconciliation, will gradually occur, which will culminate one day in the complete structural unity.” Until that time, this “path of reconciliation” cannot be limited to the spiritual realm of prayer alone, but must be furthered by practical measures such as exchange of experiences, sharing of pastoral projects, common initiatives, etc.

    Clearly it is not the Communist Patriotic Association that is being exhorted to go underground to participate in common initiatives with the persecuted faithful Catholics. No, indeed! The faithful Catholics are told to adjust to the demands of Communism and enter into common projects with the Patriotic Church.

    The message is unambiguous, and, just to be sure, the commentary insists that these “necessary” steps cannot be postponed “on the pretext that they are difficult since they require the overcoming of personal positions or view.” That is to say, opposition to Communism, now downgraded as a personal preference, cannot be an excuse to reject the new Vatican policy in China.

    Inconsistent arguments

    This 2009 Compendium, like the 2007 Letter, says that registration with the government is acceptable as long as it does not compromise principles of the faith and “Church communion,” or force Catholics to perform actions contrary to their consciences.

    How is it possible not to compromise principles of the faith when the Communist government which directs the “official church” denies Catholic teaching on private property, abortion, contraception, to name just a few things. Further, the Chinese government abhors the authority of the Pope and qualifies it as an external interference in national affairs.

    In effect, to register with the government is ipso facto to accept principles that compromise the faith. Nonetheless, the Compendium affirms that the Pope’s Letter meant to encourage the underground faithful and clergy to “abandon the clandestine condition” – which is “not a normal feature of the Church” – and do exactly that.

    It is impossible to avoid the consequence that this new docuмent, which confirms Benedict’s Letter, was made to strongly pressure those Catholics who still resist being delivered to Communism.

    Sacraments to be received in the Patriotic Association

    It would seem that there was some confusion on the matter whether underground Catholics should receive sacraments from bishops and priest of the Patriotic Association. Most likely, some leaders of the underground Church were interpreting Benedict’s Letter to inform the faithful they should avoid the services of such bishops and priests. The new docuмent also sabotages this policy. The Compendium makes it clear that individual Catholics have a broad latitude in deciding whether or not to receive the sacraments from government-recognized bishops and priests who have not requested recognition from the Holy See.

    Footnote 6 also tells underground Catholics that the doors are open to the them to find spiritual sustenance from the Patriotic Association. If they cannot find pastors in communion with the Pope and if they feel they need the Sacraments at that moment for their spiritual good, then the final decision on whether or not to receive them is up to the individual. Again, it is another invitation to compromise their principles and accept Communism.

    Confirmation by the press

    For readers who may question my interpretation of this Compendium and Benedict’s Letter, I invite them to read the docuмents for themselves or, at least, to read the headlines of Catholic agencies reporting on this docuмent. They speak for themselves about the Letter’s and the Compendium’s message: “Papal letter to Chinese Catholics seeks to unite divided communities” (CNS), “Pope's letter opens door to unity in China” (CNA), “Compendium of '07 Letter Helping Chinese Unity,” (EWTN) “New Vatican docuмent again encourages Chinese Catholics to reconcile” (CNS). I’m afraid I can’t quote headlines from the traditionalist press on this issue because its journalists have been shamefully silent. I believe it is because in this appalling matter, there is no way to excuse or reconcile the actions of Benedict XVI.

    In 1997, the Cardinal Kung Foundation published a secret Chinese government docuмent entitled "The Procedures Legally to Implement the Eradication of Illegal Activities/Operations of the Underground Catholic Church." The docuмent recommended steps to be taken to destroy the Underground Roman Catholic Church that included "destroying the organization of the Catholic underground forces," "cutting off foreign contacts with local illegal elements," and "destroying the Church's illegal assembly place."

    We see that as the Communist authorities plot the destruction of the Underground Catholic Church, the Vatican itself comes to assist them with the 2007 Letter of Benedict XVI and the recent Compendium.

  • I remember that. It's kind of like a Pope in the first centuries telling the persecuted Christians to make peace with the Romans.
