What Jorge is doing with moral theology is the same thing that his predecessors had already done with dogmatic theology.
Jorge focuses on the "good things" WITHIN a sodomite relationship. So, for instance, there might be some mutual affection, kindness, sacrifice, etc. Jorge believes that these positive aspects can be blessed in isolation from the evil aspects.
Similarly, with false religions, V2 emphasized that there is some truth and goodness in these religions, e.g. they might believe in one God, some that Jesus is God, etc.
This is the foundation of all these errors.
But, as we know beginning with St. Augustine, evil is nothing more than a privation of good, and pure evil does not exist, meaning that EVERYTHING that exists has some good in it ... even Satan and the demons. This ontological presence of some good within something does not mean that the thing is good as a whole.
