It's that some are actually "confessing' to a good priest known to them in their circle, on purpose, to bind them to secrecy about the perversion.  Like I said, it's an exercise in extortion. The "good" priest can't talk or expose them.
I'm not sure what you said is how the seal of confession works. The seal is for the what is conveyed in a confession or similar context.

But If the priest knows about something through sources unrelated to confession, it seems to me the priest could still act on that knowledge regardless of what might have been confessed. He just can't use details known only from a confession.

And if the priest doesn't know about it from outside confession, he wouldn't have known about it anyway to talk or expose anyone.

 The evil goes beyond the abuse itself ( as if that isn't enough) by destroying the priesthood, putting the seal of confession at stake and the ultimately their real goal...

The State will be going after Confession after this, no doubt.
This fact may be hidden behind the Grand Jury’s recommendations..

This argument is still idiotic on the fact that confessions are anonymous.  How exactly are priests meant to be charged with not reporting sɛҳuąƖ abuse if they don't even know who the repentant person is?  Oh well, I'm glad this 'law' is being ignored by most priests anyway.

Yes it is anonymous. But it's the intentional misuse of the sacrament to rein in the confessor. Even if the confessor "knew" before, they probably didn't know for sure of any particular situation or details. Now they would have it from the horse's mouth. So if the confessor said anything in regards to it with the pre- confessed information, the sodomist would always threaten to charge that he broke the seal. "Topic' off limits. It's an insurance policy for the sodomist.

 The only reason I  am saying this is that I was told it happens. (No I was not told of the specifics of the confession- just the practice)

Correct. This was disclosed in the book AA-1225.
