Father Kevin Robinson, SSPX, given in a lecture on the Spiritual Exercises of
St. Ignatius Loyola, used at the Retreat Centers of the Society; given some
time after 2005 and before 2008:

...Since Vatican II they're loathe to pronounce anything with infallible certitude.

For instance, in 1994 Pope John Paul II declared, women can never become
priests. This is the tradition of the Church. The issue is closed, it may not
be discussed. The constitution of the Church does not permit women
priests; finished. But then when Cardinal Ratzinger was asked about this,
was this an infallible decision -- it is infallible by the ordinary magisterium,
but the Pope lacked that fourth condition, which is called the "express will
to bind," to bind people to believe it. So Cardinal Ratzinger in fact rightly said,
Well, it is not an infallible decision by the extraordinary infallible magisterium,
because there's no will to bind anymore. The Vatican II idea is, let's all
dialogue and discuss, rather than definitively teach...

From this, Fr. Robinson appears to be saying that ever since Vatican II, when
the will to bind the people was abandoned, there has been no more extraordinary
magisterium infallibility, across the board: that is, the very principle of
dogmatic definition has been abandoned by the all the popes since then, which
would apparently be starting NO LATER THAN the Opening Speech of
Vatican II, when this intention was officially announced, but it could have been
in practice before that time without having been explained to the public or
put into any official docuмents.

This is not to say that the will to bind cannot be restored, but for whatever reason
it has been set aside. The reason for that is not explained, but perhaps it is given
in the undisclosed Third Secret of Fatima. That would make a lot of sense,
because this is a great example of a hidden truth that once made public, the
Big Lie that is commonly accepted would be destroyed instantaneously.

What is that Big Lie? As related above, no more is it the practice of the Pope and
bishops of the world to definitively teach, but rather, Let's all dialogue and discuss.

What is dialogue? It is when Catholics and non-Catholics all come together to
share their feelings and to "discover the truth," as if God's revelation were
subject to a popular vote amongst believers and non-believers alike, or some
such nonsense, all presuming from the start that no one present HAS the
truth.

Do you see how definition is beneficial for understanding? If you don't know
what dialogue is, then when you see it in use, you can easily be mistaken,
and taken in by the subversive message given, and this is largely the case in
fact with most Novus Ordo functionaries and members today. They don't
know what dialogue is, but they believe it nonetheless, and therefore they
cannot perceive the error that they embrace when they give great virtue to
false religions. Of course, they do not say "false religions," but rather "other
religions." And they often times bow their heads when they say it.
