The Consecration of Pope St. Pius XII was done thusly:

"We consecrate and in a most special manner, We entrust all the peoples of Russia to this Immaculate Heart."

It wasn't done.

The rivers weren't consecrated.  The streams weren't consecrated.  The angels weren't consecrated.  

The People's of Russia were consecrated.  But Russia, was not consecrated.  That is not what was requested.

Remember this.  Tell it to your priest.  The Blessed Virgin Mary, the Queen of Angels, the Queen of Heaven, requested Russia.

That is why, there is still an outstanding need, at the Fatima Center, and in the constant campaigning of Fatima by the SSPX.

One can argue that it was partially done here, but, most importantly, it was NOT done in union with the bishops of the world as requested by Our Lady.  Really, the entire point was that this would be an extremely public consecration followed by an immediate miraculous effect so that no one could doubt that the Mother of God was responsible and that she would be honored as a result by the entire world.  Instead, Pius XII buried this in some relatively-obscure papal letter.
