'83 Code allows bastard priests & cardinals

The 1917 Code's canon 984 says
Quote
Illegitimate ones, whether the illegitimacy is public or occult, unless they were legitimated or professed solemn vows
are "irregular by defect".
Why doesn't the 1983 Code Can. 1041 prevent illegitimate children from entering the clerical state or continuing its exercise?

The 1917 Code (can. 232§2.1) prohibited "Illegitimates, even if they were legitimized by a later marriage" "from the dignity of the cardinalate".
The corresponding 1983 CIC 351 dropped this prohibition.

Maybe they are of the idea that children should not be penalized for the sins of their parents.

The lack of the dignity of the priesthood isn't a penalty, though, but a free gift / grace.

I guess they realized too many of them would be disqualified, at least figuratively.
