Of course they didn't. For it to have the word 'universal' included, I understand it must have been held from antiquity with no dissenting opinions among the Fathers or popes.

They might as well include the Greek 'Orthodox' and Old 'Catholics' in their list, while their at it.

If they are illegal, then this is correct, but if they are legal, then it is indeed an error. All heretics are illegal.
