St. Augustine quote?

I have heard "All heresy begins below the waist" attributed to St. Augustine, but never with a verifiable reference.  If I could accurately identify the source, it would be so quotable and… um… meme-able.

Can anyone provide a reliable attribution?

I did a quick search in my St. Augustine collection on Kindle and came up with nothing. I'm sure you've tried the search engines already.

Yes, a few pages deep, but nothing.  Nothing in my [currently boxed for a move] Catholic quotes or St. Augustine books either.

I lean towards believing it is a false attribution.
