Ed Peters' assessment is a classic example of the display of the superficiality of novus ordo commentators. He attempts to demonstrate his knowledge of law and its application by being a trite contrarian who misses the essence of the subject-matter he is dealing with. They always seem to end up on the wrong side of the argument. Maybe this is due to a perverse need to appease superiors. Scriptor, on the other hand, easily dispels his obfuscation, albeit in a very timid manner.
